How am I able to hire new coaches / scouts.

I only see shortlist and personnel options.

no offer contract options for coaches

Should be an "available personnel" in one of the top tabs where you can offer contracts after clicking on the coach or scout

I had an offer on the table a while back, but that is certainly a no go at this point.

With the NDL:H at full steam the boards have been extra quiet. Need this offseason to pick up again.

Looks like I'm gonna have to bow out of the OOTP. Too much going on right now and I'm rarely ever home any more.
