Omaha has 10 more wins than Miami with 9 more runs scored..meanwhile they have 2 of the worst teams in the NDLB in their division. Good times.

Called up 4 guys to the majors. My 40 man is at sitting a 39 and my active roster is at 28. I have a few other guys in AAA, all on the 40 man, that I was going to call up. It doesn't give me the option to promote them, only demote or waive. Is there something I'm missing? Are we only allowed to call up enough to hit 28?
