Been waiting for roster expansion to call up several guys in anticipation of next season. The #1 guy I'm excited about gets injured for the next three weeks...

Called up 4 guys to the majors. My 40 man is at sitting a 39 and my active roster is at 28. I have a few other guys in AAA, all on the 40 man, that I was going to call up. It doesn't give me the option to promote them, only demote or waive. Is there something I'm missing? Are we only allowed to call up enough to hit 28?
