That is correct. But you'll be able to see where you fall in the range of paying in compared to the other teams that are paying in. I always thought it was total expenses not just payroll. Looking at the wording in game though it does say payroll. Makes more sense....TIL lol.

I'm pretty sure it is player expenses right? bc if you cut someone they will be off your payroll, but you still have to pay for that player

Not 100% sure, but I think if you release a guy, you certainly pay his remaining salary, but it does not count towards luxury tax. So you can pay $150mil in expenses, but if you cut a guy and paid him $20mil, you'd only use $130mil as the count to base your rev sharing on. Again, not certain, but I think that's how it works.

This is from the manual- its interesting because it says payroll expenses but does not clarify what that actually means lmaoLuxury Tax - The league sets a "Soft Cap" as a % of the league average payroll, and a "Tax above Soft Cap" as a %. On the first day of the offseason, OOTP totals the payroll expenses of all teams in the league and averages them. It multiplies this number by the Soft Cap % to determine a cap figure. Any team that spent over this cap pays the "Tax above Soft Cap" into a revenue sharing pool. This pool is split equally between the bottom spending teams.

should be the same as declining the team option according to the forum
I did that with SP Ron Gross and McCauley and didn't even think twice lol, but I will have to see if it actually did decline the team option when I get home
