Yes, it's the default rules in game. You can see them in the poll. 100% tax for every $ over 15M.

- Reminder Ghost Players were turned off this offseason. These sims before the season starts is a great time to fill your minor rosters. AAA, AA, and A, all start the same day as the regular season (first Monday of April). Short A starts on the first Monday in May and R starts in mid June.

All you have to do is tell team x to sign player y at $10M for a prospect. If they sign then it's essentially trading IFA money.

People really overplay the franchise ruining aspect of draft pick trading. Maybe if we allowed all future picks sure, but my proposal was for the following year's picks only.
