I do Scout Acc is not Very High on my ML roster, minors, and INT complex every sim and it keeps everyone scouted with almost never any scouting tasks left over each sim.

I do pretty much the same as Nick and Mike. It takes 3 clicks and 10 seconds. It's just habit now every sim.

I thought it is because it is the offseason?
I believe your own ML roster will not show low during the regular season.
