Timing is everything. He had to deal with 3 years of impeachment talk and this would have just been another thing they could have added to the impeachment process. So to refresh your memory, the President is 100% able to delay funds approved by confress, Obama did the same. But that was one of the articles in the impeachment proceedings. So if you don't think this would have been added to the impeachment process I don't know what to tell you. You hate the man and can never see any good with anything he does. So you will never see facts as they lay out without a slanted preconceived idea of what you want

He is not emotionally attached to any of this and usually gets data driven and factual things so it probably is true. Trump could have declassified it and saying he did not because they would use it against him does not make much sense as Trump does whatever he wants and did plenty of stuff that was sketchy and this one would not have been sketchy at all it seems.
