This goes under the "do not make polls that are not possible" statement I made in the first post of the season thread. There are legit two options you can have in game. You can have old rules with no spending limits and just pay the tax and sit out a year or you can have a hard cap that we have now. That is it. Vote with that knowledge fellas.
