Ok another scenario is that after calling the running play the second time, he decided that it was too risky to try and run the ball and decided to go ahead and try the fg instead. You don't know if he was just trying to avoid the "ice the kicker" or just rethinking his strategy. You'd probably have to ask him. I'd think he'd still have the ice over the kick meter anyway and the extra timeout wouldn't have changed that.
