Wife, son and I are doing the world tour thing offline. My question is, will the game incorporate downloaded songs into our tour? or will we have to choose them?

In the mystery set lists and the choose a set lists in the venues.
That is the way they will be incorporated. They are not listed as single songs but will show up a lot of the time in the mystery set lists and then when you make your own you can choose them.

If I go to the PS Store to DL some songs, will ALL that have ever been available for DL still be there?

They should be. I'm pretty sure they're all on there.

I'm not sure if it's completely accurate but here's the quick answer. You can also go to rockband.com and find the list somewhere.

You have to have the disk. But you can get a used version really cheap at Gamestop or on Ebay. The download key that you need is on the PS Store and is $5.99 I think. You might actually have to pay more for that than for the disk.

AJ, I could always mail you my copy as well if you wanted.
There really is not another reason to use it besides a coaster or something?
