It's also based on how much free floating money is out there. I know there's a at least a couple teams that sit at max money every year - on purpose or not I don't know.

since we switched around leagues the stats change too.. my offense was like 5th at best in any rank in the NL.. to..

I don't need to have been here to know you cheated. The players were / are still lingering within the file long after it happened. You can try and deny it all you want and act like you're some OOTP god. People here tend to hide their head in the sand and ignore it. I'm not going to be one of them.
