My guess is that the the draft picks hit is a lifetime achievement punishment.

Especially since, from what I understand, the Wells Report exonerrated the organization, put it all on Brady and the 2 equipment guys. That would be like not punishing the Falcons for the noise pumping thing and just fining and suspending the people involved, or just suspending Ray Farmer for texting to the sidelines and not punishing the Browns as a whole.
Even if the org didn't know about it, they're still responsible for their employees

Just for insight on my comment... if you didn't know... Bell is out for the game and NE is expected to release Kyle Arrington, leaving Logan Ryan as their only CB with much experience. We're going to find out how good Belichik's system really is.
