It is obviously A because the more times you are good the more chances you have to win. If you use hindsight and say which is better that is different but if you can win 95+ games for 10 years you have a much better shot of winning a title then to average 75 wins a year and then splurge one year and hope that 1 good team is lucky enough to win it all.
The real question he wants to ask is would you rather be Bowie or Seattle and the answer is very clearly Bowie.

Probably not. But we are at 7 seasons of +.500 right now with a NLCS and World Series appearance in the last two seasons.
