Here's a few ideas from one of the councilmen. As far as the full plan I haven't seen it in any articles yet.

County mental health professionals sent to mental health calls, not police officers.

– Using fire department EMTs to respond to opioid overdose calls.

– The use of "unarmed, community-oriented street teams" on weekend nights downtown "to focus on de-escalation."

– Traffic enforcement turned over to cameras and potentially parking enforcement teams.

Minneapolis is starting over from scratch.... As far as other mayor's at this point it's just less funds then moving the money to other programs like I posted.

Totally good with the first 2. 3 is laughable. 4 is a whole lot of legal waste ahead.

I've seen numerous references to what happened in Camden, NJ and a test run in Denver, CO. The headlines will tell you that Camden PD was completely abolished. What actually happened there is that they abolished the city PD, then created a county PD to replace it. No other cities within the county opt to disband their local force and use the county force, so the new Camden County PD is fully focused on the city of Camden. Financially, this was Camden's way of destroying the CPD police union and all of the benefits that they had fought for. The new county force didn't initially have a union, which allowed them to higher nearly 2x as many cops, because they didn't have to fund all of the other union BS. So they significantly ramped up the visible police presence. The did rewrite some of their reasonable force requirements, which is what you'll see the media hype up. The truth is, the crime stats that have dropped are because there have been so many officers on the streets. To the point that the public really questioned why there were always police around. On top of that, Camden is a fairly low income area and many of the officers that have joined over the last 5+ years are from the suburbs. So not exactly representative of the area. This has also caused a lot of conflict. Media points to the reduction in homicides, but what they don't tell you about are the significant increases in lower level crimes like speeding, possession charges, etc.
