Probably has to do with if you fail to sign a pick in the 1st round, you receive compensation the next year. So if you fail to since Round 3 Pick 12, the following year you get round 3 Pick 13. At least, I think that's how it goes lol.

You gotta remember too, other teams are getting comp picks as well. Unless I'm completely missing what you're saying here, which is possible

Well lets assume that for round 3, one was a failure to sign. Then shouldn't the other pick be their standard draft spot (11th or 12th, which in itself is confusing)?
Edit: I guess a lot of people just can't sign their 3rd rounders...Omaha Beef as well. Too much info for my simple mind
