I would suggest, whatever limit is decided, we give this current season as the time limit for everyone to get each level right.
Then start fining teams come our next Offseason.

Also, question. Why the heck is AAA only a 24 man roster limit? Same with AA, and A is only 25. Shouldn't those all be 26 to match the ML rule? I get 25, but 24 makes absolutely zero sense to me.

This isnt rocket science people.
You know the limits to the minors, have your roster amounts near the limit, and be done with it.
Having 5 is ridiculous, having 50 is ridiculous. Use common sense.

While I agree with you, if Billy is going to start fining people, we need to define the limits. We can't have it up to his opinion on where teams should be.
Say within +/- 5% of the limit. Something to that effect.

Just go back to enforcing being at no more than 163 on Opening Day and be done with it.
