It's supposed to be every 5 years right? Looked thru the winter meetings topics and didn't see one. Should we just start a thread and have the "paper trail" of when this is voted on?

I don't care anymore personally. I think they do help players as Markus stated that to me previously, but he also stated that it is a very minimal impact.
