Yes, that's normal (also when the building goes down on Shainghai) due to the graphics going out to 64 people.
I haven't had this problem yet, though I've only played hainan about 10 times. I wish the server browser worked better so I could play that map all day. For whatever reason I don't remember the hotel falling...
