They all have to start somewhere!!!
I'll take scout ratings over experience every time in this game as we have no clue if experience means much of anything with scouts.

highly favors tools over anything else. ill take a mediocre scout that does that over an all legendary ability

Yea, my previous scout had the same tendency but was something like excellent/good/excellent/decent.
The new scout had the same tendency but was Excellent across the boards, so I went with that.
