I guess I am confused as to what is the actual cheating part, signing them before the 14 days?

It's pretty straight forward, the ONLY time a player should show up without a discovered tag is if they are overlooked by another team, then hit free agency. Any method that allows another team to sign them, prior to them being revealed in FA, is not intended.

Some IFAs, that don't have "Discovered in" in their history. Some of these guys have monstrous potential. Some could be international free agents that entered the market in the off-season. Don't know how to track that.

I searched a few other "top" teams. I only found maybe 1 or 2 players (per team) that weren't drafted and weren't IFAs found by that team on the "Top Prospects" lists.

Five on one team? Wow.

My point being is its too late. The damage is done.

It will take 5-10 seasons if not more to cycle out the "cheating" before it comes to an end if it ever does. Teams are built in depths and strength that no other teams in the league have besides ones who have shit the bed for 3-5 seasons and built up the right way through the draft, trades, and free agency. I.e.-Vancouver, New England, Port Orange.

The league has been poisoned a looooooooooong time ago and why so many yell for restarts but are looked as "guys just complaining for a restart because their teams suck".

Of course it is. Titles have been won, minors have been stacked, teams have an abundance of never ending talent.

Ive built my team through a REBUILD, And I don't want no restart. All a restart is going to do is nothing, But cause them to continue to do same shit to get there team right back to where it was.
