It's the player payroll + staff payroll.
Add them together and average it out across the 30 teams. Above the AVG, you're paying in. Below, you're receiving. The exception to the rule is being above the average but in the bottom 15, in which case you both pay in and receive.
Now, you're on your own figuring out what the pay ins and pay outs are

Those who payout pay a 50% tax. So if you're $10mil over, you pay $5mil, etc.
Those who are below will all receive the exact same amount, doesn't matter if you're $1mil or $20 mil under the threshold. All of the teams who paid out, that money is added up, divided by 15, and dispersed across the 15 teams below the rev sharing threshold.

Here is a rule when looking for players in the in free agent land and waivers. If they were drafted or played with the Beef or Baltimore pick them up. I called it the Beef/Baltimore Bounce back

If you are talking about Emmett, two games don’t make a season. You will see what I saw in him eventually.

Billy has 42 K's in 3 starts, an average of 14 per start. He doesn't reach half that mark against the Beef this upcoming sim.
