not 100% clear to me and i don't know the inner workings of the game at all but if i was to take a guess based on the description of the quality of that scout to me seems like that is if we had like a Japanese league or like a Dominican winter league set up and how the scout evaluates those players on those teams. thats how i've always played it and i have $0 in int'l scouting and i've never got an int'l prospect that i can recall (unless i don't know how to see them... but i've never got an email that i remember) and i'm fairly certain my scout has decent int'l ratings.

Are the jersey/ballcap/image files all up to date in the first post? I've downloaded them 3 times, and I still get generic logos when I load the game. I have the correct player faces, and the jerseys are correct for my teams, but I have none of our logos.

If the scout ability doesn't factor into finding a player (not just how accurately they rate them) then if we all scout China and it creates an IFA from China, it must just flip a coin as to who finds him first. Which would be incredibly stupid since nothing in this game is based on coin flips, it's all statistics, so it probably doesn't work that way.

Whether you are scouting major leagues, minor leagues, internationally, or amateurs, the basic output is the same: individual scouting reports for the scouted players. However, when scouting internationally, there is also a possibility that your scouting team will turn up a "hidden player," someone from abroad who other teams are not yet aware of. When this happens, you will have a chance to sign the player before any other team.

This "hidden player" feature is an option that can be enabled or disabled during game creation in the Player Options section of the Game Options page. After a game has been created, you can adjust it by navigating to OOTP Menu >> Game Setup >> Player & Picture Options

If hidden players are disabled, you can still scout internationally, but you will only receive individual scouting reports, and will not be able to find hidden players.

Finding Hidden Players
When your scouting team uncovers some talent abroad, they will send you a message like this one:

finding international free agents is completely random. We all pay the exact same price. You guys should look at the forums. Player development means nothing. literally nothing. I have $0, didnt do shit. Its just extra.

Like when you guys spend more for scouting, it means nothing. When you click that little box, you pay like 2.5 mil/country, we all pay the same. When you throw $4 mil more, that just goes to scouting international players, including anyone in the minors and majors. Nothing to do with having the edge on finding IFAs.

so we all pitch same amount of money, course its random. Dunno why this is so hard :lol:

If finding international free agents, the effects of coaches, and player development spending are all basically pointless, then this game loses a lot of luster.

lets clarify a few things

1. international is random
2. coaches work. I looked on a forum, a guy did 2 detroit sims. By accident he made Leyland and his ptiching coach horrible. They finished last with 5+ ERA. He had normal coach stats, they won division.
3. player development money isnt what you think it is anyways. What it really is, is the money teams spend on money league contracts + bus + hotel etc. all that. It has nothing to do with building training facilities and shit.

when in doubt, google.

OOTP's manual states:

Player Development Budget Settings
The top left corner of this screen has settings related to player development. The more money you spend in player development, the better the chances are of your younger players developing, and more quickly. However, it is no guarantee. The development budget can only be set during the preseason.


So, it isn't money being spent on buses, hotels, or contracts, at least not in OOTP.

International Scouting:
- We all spend the same amount per area. How many areas you check are up to you. Better countries cost more and are also more likely to produce better players.
- As I understand it, part of what determines if you find the player in the country relates to the ability of your scout. This is not stated in any manual and was found a long time ago on the OOTP forums.

Player Development:
- It is supposed to increase the growth of your minors.
- There is very little concrete information on how it works. My opinion is that the number is relative. If the league averages spending 10m on player dev and you spend 5m, then you get worse results. If the league averages 10m and you spend 20m, you get better results. However, results are capped on both the high and low side, to prevent obscene variances.

Regular Scouting:
- It works like player dev in terms of the financial impact on the accuracy of your scouting.
- That side of it is combined with your scouts ability to give you the results that you see.

bad night to not have my file working as i threw my #6 vs Trendon. also a middle reliever started vs Miami (he won luckily). no excuses, just happy i didn't have injuries.

I can't believe he's still pitching at that level. He's had 2 major injuries in his career and just keeps coming back for more.
