Even with Budget? I thought they still had an effect on budget, or is it strictly based on revenue?

Owners who don't care about money will let you go over budget occasionally.

Strictly on revenue.
And any money given by our owners in the offseason is cancelled out.

Q.
players need 2 pro yrs to be signed long term right? So this offseason when theyre entering their 3rd yr we can sign them cause itll kick in in the 4th yr right?

Need 2 years of ML service time and going in to their arb year.
Example would be Lugo had 2 years service time last season but wasn’t going in to arb so I can’t extend him until FA file this offseason
